According to a business survey done by PriceWaterhouseCoopers here are the rankings for fraud:

1. Russia.
2. South Africa
3. Kenya
4. CANADA
5. Mexico.

    Here's the conventional take. We're good at reporting crime, but we don't punish anyone.
