Hmmm...I'm torn between either one of two options. Its either a giant, derived marine hovasaur, based on how the "dual-saddleback" structure of the fins resembles Zach's earlier marine hovasaur picture, or it could be a macropredatory marine varanopid, given the shape of the skull and seeing how varanopids survived into the early part of the Late Permian. I'm sort of leaning towards the latter of the two options.
