A Chinese Destroyer Fired a Laser on a US Navy Aircraft

A Chinese destroyer lased a U.S. Navy P-8A Poseidon maritime patrol aircraft that was operating over international waters about 380 miles west of Guam, the U.S. Pacific Fleet said in a statement.

The laser could not be seen by a human eye but was captured by sensors on the airplane, which is a variant of the Boeing 737 that has been upgraded with sensors and systems to support tracking surface and undersea targets.

The incident, which PACFLT called “unsafe and unprofessional,” took place on Feb. 17 and was just announced by the Navy.

Weapons-grade lasers could potentially cause serious harm to aircrew and mariners, as well as ship and aircraft systems, PACFLT noted in its statement.

The destroyer involved appears to be Hohhot, a Type 052D or Luyang III-class destroyer in the Chinese People’s Liberation Army Navy. This destroyer, pennant number 161, is among the newer Chinese destroyers and entered the fleet last year, according to news reports.

The PACFLT statement says the lasing violates both bilateral and multilateral agreements between the U.S. Navy and PLAN, including a 2014 agreement that specifically notes that the use of lasers could cause harm to personnel or damage to equipment.

The Chinese are Working on Laser Weapons

Chinese media have reported that a prototype laser weapon is being tested by the People's Liberation Army Navy (PLAN).

An article published on 5 April on the Sina news website contains several screengrabs taken from footage broadcast by China Central Television (CCTV) showing a trainable optical device mounted on a mobile chassis with a large main lens.


Commercial satellite images have provided the first photographs of a secret Chinese anti-satellite laser base in western Xinjiang province, along with other high-technology weapons facilities.

The laser facility is located near a lake and is about 145 miles south of the Urumqi, the capital of Xinjiang.

The facility was discovered by retired Indian Army Col. Vinayak Bhat, a satellite imagery analyst who specializes on China.

Acting Defense Secretary Patrick Shanahan on April 9 bluntly asserted that China’s PLA is “deploying directed energy (DE) weapons,” adding that “Russia is doing many of the same things.” In perhaps the strongest rhetoric yet from a Trump administration official about counterspace threats to US satellite systems, Shanahan said: “Both China and Russia have weaponized space with the intent to hold American space capabilities at risk.”

Shanahan’s comments about the state of Chinese and Russian DE counterspace weapons development go a step beyond the February-released assessment of the Defense Intelligence Agency (DIA). That characterized both countries as pursuing DE counterspace weapons but stopped short of definitively finding that they had deployed such weapons.

“China likely (emphasis added) is pursuing laser weapons to disrupt, degrade, or damage satellites and their sensors and possibly already has a limited capability to employ laser systems against satellite sensors,” the DIA said in its first ever assessment of threats to US space assets.

The DIA and Shanahan do agree on the view that China likely will field a ground-based laser weapon that can counter low-orbit space-based sensors by next year.

US Missile Defense Agency Wants Megawatt Class Laser by 2025/2026

The U.S. Missile Defense Agency is looking for information on a 1,000 kW-class electrically-pumped laser for defending the United States, its deployed forces, allies, and friends against all ranges of enemy ballistic missiles in all phases of flight.

The post on the federal business opportunities website is asking industry for information on a capability to demonstrate a 1,000 kW-class electrically-pumped laser in the 2025-26 timeframe.

Missile Defense Agency does not provide a specific platform or strategic mission at this time. The proposed ground demonstrator laser system would be designed to have technology maturation and lightweight engineering paths to potential future platforms.

China Will Deploy AntiSatellite Laser in 2020

China's military is expected to deploy a laser weapon capable of destroying or damaging U.S. military satellites in low earth orbit in the next year, the Pentagon's Defense Intelligence Agency disclosed in a report on space threats.

The Chinese directed energy weapon is among an array of space warfare tools that include ground-based anti-satellite (ASAT) missiles, electronic jammers, cyber attacks, and small satellites Beijing plans to use in attacks on U.S. satellites in a future conflict.

"China likely is pursuing laser weapons to disrupt, degrade, or damage sat­ellites and their sensors and possibly already has a limited capability to employ laser systems against satellite sensors," the unclassified intelligence report said.

"China likely will field a ground-based laser weapon that can counter low-orbit space-based sensors by 2020, and by the mid-to-late 2020s, it may field higher power systems that extend the threat to the structures of non-optical satellites."

It was the first time a U.S. intelligence agency disclosed details of the ASAT laser deployment plans.

Raytheon Awarded Contract for 100 Kilowatt Laser Weapon System

Raytheon Company is developing a 100 kW class laser weapon system under a $10 million U.S. Army’s High Energy Laser Tactical Vehicle Demonstration (HEL TVD) program contract. The preliminary design will be integrated for demonstration onboard a military Family of Medium Tactical Vehicles (FMTV) truck. The science and technology demonstration program is part of the Army’s Indirect Fire Protection Capability (IFPC) Increment 2 Block 2 (IFPC 2-I Blk 2) initiative designed to defeat drones, rockets, artillery, and mortars (C-RAM/UAS).

US Navy Wants Almost $300 Million for Laser Weapons in FY2019

The Navy proposed spending $299 million in Fiscal Year 2019 on laser systems to protect ships against current and anticipated future threats, as part of a rapid prototyping, experimentation and demonstration initiative.

For nearly a decade, the Navy has considered laser technology a more cost-efficient and effective tool to protect ships from emerging threats such as unmanned aerial vehicles (UAVs) and small patrol craft that could swarm a surface ship, according to a Congressional Research Service report, Navy Lasers, Railgun, and Hypervelocity Projectile: Background and Issues for Congress.

The Navy wants to move development of lasers a step closer to deployment, according to budget documents released by the Navy earlier this month.

In the upcoming fiscal year, the Navy wants to purchase four ship-mounted Surface Navy Laser Weapon Systems (SNLWS), which include a High Energy Laser with an integrated low-power laser dazzler. If successful, this system would provide ships with a new means of countering unmanned aerial vehicles, fast inshore attack craft and adversary intelligence, surveillance and reconnaissance (ISR) assets.

The Navy also hopes to install two Optical Dazzling Interdictor, Navy systems (ODIN) on Arleigh-Burke-class guided-missile destroyers in the upcoming fiscal year. This system is described by budget documents as being a near-term shipboard counter-ISR capability.

Lockheed to Deliver 60 kw Laser Weapon to US Navy by 2020

Lockheed Martin Aculight is being awarded a $150,022,901 contract for Surface Navy Laser Weapon System Increment 1, High Energy Laser and Integrated Optical-dazzler with surveillance system.

Under this contract Lockheed Martin Aculight will develop, manufacture, and deliver two test units in fiscal 2020, one unit for US Navy destoryer DDG 51 FLT IIA, and one for land-based testing, a US DoD announcement said Friday.

This contract includes options which, if exercised, would bring the cumulative value of this contract to $942,818,114.

A request for proposal for the High Energy Laser with Integrated Optical-dazzler and Surveillance (HELIOS) system had been released by the Naval Sea Systems Command (NAVSEA) on 18 June 2017.

Boeing to Build SHIELD Laser Weapon

The Boeing Company has been awarded an estimated $90 million indefinite-delivery/indefinite-quantity (IDIQ) contract for the development and delivery of an experimental laser pod. The contractor will provide research and development of high energy laser technologies through the next five years.

Germany's new Laser Weapon Demonstrator Makes Progress

MBDA Germany has edged closer to fielding a new deployable laser weapon system (LWS) following a series of day/night all-weather trials.

Conducted at the Bundeswehr's military training ground at Putlos on the Baltic Sea from 4-14 October, the trials were specifically designed to test the beam guidance and tracking system of the new LWS demonstrator in a sequence of simulated engagements of airborne targets. Firing of the high-energy laser was not scheduled for these tests, nor was an acquisition sensor deployed.

Quadcopters fitted with GPS transmitters served as airborne targets for the trials, performing a variety of dynamic manoeuvres at different ranges to prove the functionality of the overall system and the performance capability of the LWS's improved tracking system. The targets were preset, scanned with the laser target illuminator, and an aim point was held on the target for an extended period to simulate destruction of the threat.

US Special Operations Command Laser Armed AC-130 in 2018 Budget

US Special Operations Command has requested funding from the Defense Department for fiscal year 2018 budget to begin modifying an AC-130 gunship for a high energy laser capability.

If approved for the budget, Air Force Special Operations Command anticipates the service could begin the modifications as early as Fiscal 2020 on an AC-130W currently used backup aircraft inventory at Cannon AFB, New Mexico, an AFSOC spokesman told FlightGlobal. Millions of dollars have already been set aside for the ground and flight testing, AFSOC chief Lt Gen Brad Webb says.

The effort is working its way through SOCOM programme executive offices fixed wing, Dalghren laboratories, the undersecretary of defence and the office of cost assessment and programme evaluation, he tells FlightGlobal.

The move is not the first time SOCOM has looked to jump-start the high energy laser program. Earlier this year, SOCOM submitted its unfunded requirements list to Congress, which included a request to include funds for the laser in the Fiscal 2017 budget.

Russia Reviving Antisatellite Laser on A-60 Aircraft

Russia is preparing to renew flight testing of a high-power flying laser designed to operate as an anti-satellite weapon, the Tass news agency reported. Mounted on a modified Ilyushin Il-76MD-90E transport plane the airborne laser laboratory aircraft flew for its first test mission in August 19, 1981. Two aircraft were modified and equipped for the tests that ceased following the collapse of the Soviet Union. In 2009 the project was revived as the A-60SE, mounting the original 1LK222 laser. This laser weapon will likely be used to dazzle adversary satellites or burning through sensitive optics and sensors using intensive enery laser bursts. With an effective range of 1,500 km (930 miles) such a laser can target reconnaissance satellites orbiting at low earth orbit (LEO). The effect on target range to temporarily disrupt to disabling adversary reconnaissance or missile warning satellites. Some sources claim the program also aims to develope a more powerful laser, that will be able to defeat aircraft and missiles.

The program discontinued in 2011 due to lack of funding but has apparently regained interest among Moscow’s strategists as it is considered as an asymmetrical response to looming space-based threats. Platforms suggested for the operational systems may be the original, refurbished A-60SE, newer Ilyushin-476 platforms, or the prospective strategic bomber PAK-DA.

The Russian laser weapon is not equivalent to the American anti-ballistic laser (ABL) developed and tested in the early 2000s. The United States developed a much more powerful chemical laser designated YAL-1. It was designed as an anti-missile proof of concept. YAL-1 demonstrated such capabilities in 2010, but the results were incolclusive and the project was scraped in 2011. According to some media sources the Russians could be considering a similar high power chemical laser for the ‘Sokol Eshelon’ (Falcon-Eshelon) program, developed by Voronezh-based Khimprom-Avtomatika corporation.

USMC Building V-22 Transportable, Mobile Air Defense Laser


The US Marine Corps (USMC) is soon going to increase the laser power for a project meant to provide mobile air defence for ground forces.

Working with the Office of Naval Research (ONR), marines hope to eventually field a Ground-Based Air Defense (GBAD) Directed Energy On-the-Move system that encompasses a vehicle-mounted high-energy laser; mounted command, control, and communications (C3) suite; and mounted volumetric surveillance radar.

British High Energy Laser Weapon Demo Program Held up by Contract Protest

Announcement of a contract award to MBDA to build a laser-directed energy weapon demonstrator for the British Ministry of Defence (MoD) has been held up by a protest filed by one of the losing bidders.

Thales UK filed the protest after missile-maker MBDA was selected in mid-July for the sought-after contract put up for competition by the MoD’s Defence Science and Technology Laboratory (Dstl), according to a source familiar with the program.

The grounds for the protest are unknown at this stage.

British Select Laser Weapon Prototype Maker

Missile maker MBDA has been selected to demonstrate a British capability to field laser-directed weapons, industry sources familiar with the program told Defense News.

The company was selected last week and will be confirmed as the winning bidder in the next few days, so long as there are no protests from rival companies.

A Ministry of Defence spokeswoman confirmed there will be an announcement ‘soon’ but wouldn’t comment on who had won the work.

A spokesman for the UK arm of MBDA declined to comment on whether it’s bid team, known as UK Dragonfire, had been successful.

MBDA leads a consortium of companies including BAE Systems, Leonardo, Marshall Defence and Aerospace and Qinetiq to develop and build a solid state high power demonstrator weapon as part of the UK Defence Science and Technology Laboratory’s directed energy weapons project.

The value of the contract is not known at this stage.

US AFSOC Committed to Testing, Deploying Lasers on AC-130J Gunships

Air Force Special Operations Command has accepted that it will trade some offensive capability for cost savings and fielding time on its future laser-equipped Lockheed Martin AC-130J Ghostrider if the laser is mounted on the side of the aircraft.

Although a laser turret mounted on the bottom of the gunship will provide more offensive and defensive capability in the long run, the belly-mounted turret would cost more and take much longer to develop, an Air Force spokesman told FlightGlobal this week. The side configuration would require fewer modifications to the existing aircraft, he added.

A recent Air Force Scientific Advisory Board study examined the laser’s placement in a turret on the aircraft’s belly versus mounting the laser on the side in place of the 30-millimeter gun. The AFSAB found the side-mount position would reduce the area the laser could prosecute since the aircraft itself would block its effective hemisphere. Half of that hemisphere points upward, a direction that’s largely useless against surface-to-air missiles, AFSAB chair Werner Dahm said in a June 24 email to FlightGlobal. The belly-mounted turret would have full range to target SAMs.

“To keep demo costs down they [AFSOC] are considering putting the turret in the existing side hole, where the gun currently sits,” Dahm said. “This will still allow us to learn a lot about how to employ a laser in AFSOC missions, but it is not nearly as useful as having the turret on the bottom in the demo.”

But AFSOC chief Lt. Gen. Bradley Heithold, who is pursuing an aggressive schedule for the laser gunship and plans to field a testbed by 2020, would make the capability tradeoff in order to field the aircraft faster.

The US military Embracing Realistic Laser Plans

When do laser weapons finally become real? The low-hanging fruit for a near-term application looks like it’s shooting down enemy drones before they can target US forces. Both the Army and Marines are testing vehicle-mounted “counter-UAS” (Unmanned Aerial System) lasers, while the Navy already has a bulkier model aboard the USS Ponce in the Persian Gulf.

The Marine Corps is moving towards a future in which small dispersed units can protect themselves from incoming enemy drones with laser weapons and from missiles and aircraft with Stinger missiles, with both weapons netted into a detection system and mounted atop Humvees, Joint Light Tactical Vehicles and other combat vehicles.


The Navy is “fully committed” to developing and fielding advanced directed energy weapons to deal with emerging threats and to reduce the cost per shot, the Navy’s number two officer said today.

“We need to push technology forward” and do it faster than historic advances in fielding new weapons capabilities, Vice Chief of Naval Operations Adm. William Moran said at the Directed Energy Summit, cohosted by Booz Allen Hamilton and the Center for Strategic and Budgetary Assessment.

Moran noted that the Navy had “already authorized a defensive weapon” and deployed it, citing the laser system mounted on the USS Ponce (AFSB(I)-15), which is on station in the U.S. Central Command theater.

The 30 kilowatt solid-state XN-1 laser on Ponce has been authorized for use as a defensive weapon, he said. The Navy “will field a 100-kilowatt system in the near future,” he added.

Northrop to Build Laser Weapon Prototype for the US Navy

The Navy is working with Northrop Grumman on a three-year deal to develop a ship-board laser weapon engineered to quickly incinerate enemy drones, small boats, aircraft, ships and missiles, service officials told Scout Warrior.

"This system employs multi-spectral target detection and track capabilities as well as an advanced off-axis beam director with improved fiber laser technologies to provide extended target engagement ranges. Improvements of high power fiber lasers used to form the laser beam enable the increased power levels and extended range capabilities. Lessons learned, operating procedures, updated hardware and software derived from previous systems will be incorporated in this demonstration," Dr. Tom Beutner, director of the Air Warfare and Weapons branch, Office of Naval Research, told Scout Warrior in a written statement.

The 12-month, $53-million deal with the Office of Naval Research will develop a Laser Weapon System Demonstrator through three phases; the phases include an initial design phase, ground-testing phase and then weapons testing at sea aboard a Navy Self Defense test ship, a Northrop statement said.

“The company will design, produce, integrate, and support the shipboard testing of a 150-kilowatt-class solid state (electric) laser weapon system,” the Northrop statement added. “The contract could grow to a total value of $91 million over 34 months if ONR exercises all of its contract options.”

US SOCOM to Test Laser Weapon Prototype Mounted on Apache Attack Helicopter

Special Operations Command will test a laser weapon on an Apache helicopter this summer, said one official May 26.

SOCOM's program executive office rotary wing is working alongside the Army’s project office for Apache Attack Helicopters to conduct a feasibility test this summer, said Col. John Vannoy, program manager for rotary wing.

“There is absolutely a niche I believe for use of directed energy weapons,” he said during a briefing at the annual Special Operations Forces Industry Conference sponsored by the National Defense Industrial Association. “The lens we are looking at this through right now is: ‘Is it feasible to do this?’ We’re not at the point where we’ve laid out a business case to advance it.”

The office envisions using a laser weapon to destroy vehicles or generators versus sending in a missile that could cost hundreds of thousands of dollars, he said.

Vannoy’s office and the Army's Apache office have entered into a cooperative research and development agreement with Raytheon to put a podded laser on the aircraft, he said.

“We really want to understand the environment on the wing, the beam quality we can get off the wing and the ability to beam steer and keep power on a target,” he said.

Environmental factors such as dust could affect beam quality. In addition, the vibrations on an Apache’s wing could affect steering, he said.

Vannoy did not disclose a specific timeframe for the test or when results would be made public. “Most of that will be internal quite frankly,” he said.

The effort is still in its infancy, he said. “I wouldn’t say that we’re at the tipping point and you’re going to see a Star Wars like effect or a Death Star laser hanging off the side of a rotary wing aircraft,” he said.

A directed energy weapon could also be mounted on an MH-60 Black Hawk, he said.
