A Russian Satellite Appears to be Stalking an American KH-11 Spysat

Publicly available data suggests that a Russian inspector satellite has shifted its position in orbit to bring it relatively close to a U.S. KH-11 spy satellite. Russia has a number of what it calls "space apparatus inspectors" in orbit, which the U.S. government and others warn the Kremlin could use to gather intelligence on other satellites or function as "killer satellites," using various means to damage, disable, or destroy those targets.

Japan is Considering Building an ASAT Weapon

The government is considering launching a satellite to intercept foreign countries’ military satellites in the event of an emergency, as part of efforts to strengthen deterrence amid a rapidly increasing military threat in outer space, as seen in the development by China and Russia of satellites that can attack others, according to several government sources.

The government plans to make a formal decision on the introduction of such an intercepting satellite by the end of the next fiscal year so it can be launched in the mid-2020s, the sources said.

X-37B Photographed in Orbit, has Surprising Ability



Skywatcher and satellite tracker Ralf Vandebergh of the Netherlands recently caught a rare glimpse of the U.S. Air Force's secretive X-37B space plane.

Vandebergh said he'd been hunting for the robotic spacecraft for months and finally managed to track it down in May. But it took a bit longer to get photos of the vehicle.

"When I tried to observe it again [in] mid-June, it didn't meet the predicted time and path," Vandebergh explained. "It turned out to have maneuvered to another orbit. Thanks to the amateur satellite observers' network, it was rapidly found in orbit again, and I was able to take some images on June 30 and July 2."

The X-37B's recent passes were almost overhead, Vandebergh added.


Apparently, the X-37B can change its orbit in a surprising way.

France is Creating a Space Command

The US isn't the only country that wants to create a dedicated space force within its military. French President Emmanuel Macron has greenlit plans to create a space command within his country's air force next September. The division would bolster defense of France's satellites, he said. Officials had yet to determine the scale of the investment.

This is just the start, Macron added. Eventually, France would rename the military branch as the Space and Air Force. It would be an essential part of the country's military strategy, then, not just a companion to the usual air, land and sea units.

Russia may be Testing its Nudol ASAT Weapon

Russia appears to be testing its Nudol ASAT system from Plesetsk. It issued a NOTAM warning that closed several areas on 14 June 2019. The closed areas look very much like those that were closed in April 2018 and in December 2018.

It was also closed on June 30th, 2019.

US Military Wants Orbital Platform

The Pentagon’s Defense Innovation Unit wants options for an unmanned orbital outpost to support space experiments and operations — a logistics hub that might even grow, DIU’s solicitation suggests, to a larger manned space station.

DIU, which is charged with tapping non-traditional commercial companies for innovative technologies to meet Pentagon needs, issued a solicitation last week that gives interested vendors until July 9 to propose a “solution… for a self-contained and free flying orbital outpost.” The platform is to support “space assembly, microgravity experimentation, logistics and storage, manufacturing, training, test and evaluation, hosting payloads, and other functions.”

While the near-term requirements are obviously aimed at prototyping an autonomous, robotic mini-space station to house experimentation, the “future desired capabilities” listed in the solicitation are much farther reaching. They include the capability to dock with unmanned and manned spacecraft and, even more surprisingly, “human rating.”

US House of Rep Armed Services Committee Voted to Create US Space Corps Within the USAF

The House Armed Services Committee voted to establish a United States Space Corps within the Department of the Air Force. The vote came in the overnight hours Thursday. The committee began its markup of the 2020 National Defense Authorization Act Wednesday morning. After a nearly 21-hour session, the committee passed the NDAA 33-24.

The Space Corps amendment was offered by the HASC Strategic Forces subcommittee leaders Chairman Jim Cooper (D-Tenn.) and Ranking Member Mike Rogers (R-Ala.). The proposal is similar to what the committee proposed in the 2018 NDAA, including the name of the new space service, U.S. Space Corps, rather than the Trump administration’s preferred name, U.S. Space Force.

Like the Marine Corps, the Space Corps would be led by a four-star Commandant who would be a member of the Joint Chiefs of Staff.

Does India Need its own Space Force?

India is setting up a military space agency called the Defence Space agency (DSA) that’s expected to command of all the space assets of India’s army, navy and air force.

For nearly the last decade, a debate has taken place in India highlighting the need to establish a Space Command to address military needs. For all these years, India has had a Military Space Cell, a tri-service organization under the aegis of the Integrated Defence Services, or IDS. Formation of this organization was announced on June 10 2008, by the then-defense minister.

The idea of DSA was mooted a few years back, possibly with a view to make an incremental increase in the space-related defense infrastructure. Hence, instead of having a Space Command headed by a three-star general, it was thought suitable to create a DSA headed by a two-star general. All these structures had a relevance when India was not a military power with anti-satellite (ASAT) capability. However, now that India successfully conducted its March 27 ASAT, can DSA take India’s military space agenda further, or there is a need to establish a separate ecosystem for this?

The Chinese are Working on Laser Weapons

Chinese media have reported that a prototype laser weapon is being tested by the People's Liberation Army Navy (PLAN).

An article published on 5 April on the Sina news website contains several screengrabs taken from footage broadcast by China Central Television (CCTV) showing a trainable optical device mounted on a mobile chassis with a large main lens.


Commercial satellite images have provided the first photographs of a secret Chinese anti-satellite laser base in western Xinjiang province, along with other high-technology weapons facilities.

The laser facility is located near a lake and is about 145 miles south of the Urumqi, the capital of Xinjiang.

The facility was discovered by retired Indian Army Col. Vinayak Bhat, a satellite imagery analyst who specializes on China.

Acting Defense Secretary Patrick Shanahan on April 9 bluntly asserted that China’s PLA is “deploying directed energy (DE) weapons,” adding that “Russia is doing many of the same things.” In perhaps the strongest rhetoric yet from a Trump administration official about counterspace threats to US satellite systems, Shanahan said: “Both China and Russia have weaponized space with the intent to hold American space capabilities at risk.”

Shanahan’s comments about the state of Chinese and Russian DE counterspace weapons development go a step beyond the February-released assessment of the Defense Intelligence Agency (DIA). That characterized both countries as pursuing DE counterspace weapons but stopped short of definitively finding that they had deployed such weapons.

“China likely (emphasis added) is pursuing laser weapons to disrupt, degrade, or damage satellites and their sensors and possibly already has a limited capability to employ laser systems against satellite sensors,” the DIA said in its first ever assessment of threats to US space assets.

The DIA and Shanahan do agree on the view that China likely will field a ground-based laser weapon that can counter low-orbit space-based sensors by next year.

Russia may Have Developed a new Coorbital Spy Sat in Support of its ASAT Program

Russia has been working since 2011 to develop a next-generation on-orbit anti-satellite (ASAT) weapon, according to two new studies by U.S. nongovernmental organizations.

The Secure World Foundation’s “Global Counterspace Report,” finds that the Russian work on a space-based ASAT codenamed “Burevestnik” (also known as Project 14K168) is being undertaken in tandem with a larger effort to develop a space-based space situational awareness (SSA) capability. The SWF report, and one by the Center for Strategic and International Studies (CSIS) were released today and based on open source information.

“Open source research done by analyst Bart Hendrickx suggests that the Cosmos 2491, 2499, 2504, and 2521 satellites are part of a project started in 2011 to develop space-based space situational awareness (SSA) capabilities and may play a supporting role for other counterspace weapons,” the SWF report says. “Publicly-available documents and patents suggest a link between those Cosmos satellites and procurement for a project designated Nivelir … under the control of the Central Scientific Research Institute for Chemistry and Mechanics (TsNIIKhM). Hendrickx also has uncovered evidence suggesting there is an active Russian co-orbital ASAT program codenamed Burevestnik (“Petrel”) or project 14K168, also managed by TsNIIKhM and also started in 2011.” Burevestnik “may be designed to target GEO satellites, although it may be targeted against LEO satellites instead.”

India Shot Down a Satellite

At a little over 11.10am Wednesday, a 13 metre-long, 19-ton missile took off from the Dr APJ Abdul Kalam Island launch complex off the coast of Odisha. Three minutes and 10 seconds later, it struck the 6,900mm-wide heart of a Microstat-R satellite — orbiting 268km above the earth — over the Bay of Bengal, blowing it to bits. India launched the satellite almost two months ago to the day, on January 29.

A little over an hour later, at 12.20 pm, after a meeting of the Cabinet Committee on Security, Prime Minister Narendra Modi said in a rare address to the nation that with the success of Mission Shakti, India had become only the fourth member of an exclusive club of nations — with the US, Russia and China — to have anti-satellite missile capability.

Soon after the missile struck the satellite, Modi and national security adviser Ajit Doval were informed by Defence Research Development Organisation (DRDO) chief Satheesh Reddy and Indian Space Research Organisation (Isro) chief K Sivan over the phone, using a pre-decided coded message.

US Missile Defense Agency is Requesting Money to Place a Particle Beam Weapon in Orbit

he Missile Defense Agency has offered new details about plans to develop a science fiction-sounding space-based neutral particle beam weapon to disable or destroy incoming ballistic missiles. The goal is to have a prototype system ready for a test in orbit by 2023, an ambitious schedule to demonstrate that the technology has progressed to a more useful state from when the U.S. military last explored and then abandoned the concept nearly three decades ago.

The U.S. military’s budget request for Fiscal Year 2020 asks for $34 million in funding for the neutral particle beam program, or NPB, according to documents released on Mar. 18, 2019. The Missile Defense Agency (MDA) wants a total of $380 million through 2023 fiscal cycle for development of the directed energy weapon. Defense One, citing unnamed U.S. officials, had been first to report the existence of the plan on Mar. 14, 2019. It’s also worth noting that Congress set out a goal of testing of at least one space-based missile defense system prototype by 2022 and the deployment of “an operational capability at the earliest practicable date” in the annual defense policy bill for the 2018 Fiscal Year.

China and Russia also have Space Warfare Ambitions

The United States may or may not be getting a Space Force, but while President Trump is all-in on the creation of a new branch of the U.S. Military—and blowing up the military bureaucracy—it’s worth keeping in mind other countries have their military space programs. A recent DIA report shines a light on how the U.S. views these programs, particularly those of Russia and China, neither of which seem particularly threatening—for now anyway.

Russia Tested a Nudol AntiSatellite Weapon on Dec 23, 2018

According to US sources, quoted by CNBC, Russia conducted a test of the Nudol ASAT system on December 23, 2018. The missile was launched from a mobile launcher from a test site in Plesetsk. The launch complex used to test the Nudol missile was found near the site used for Thyklon space launches.

That would be the second Nudol test in 2018 - the first one took place in April 2018. CNBC also quotes a source as saying that it was "the seventh overall test of the system." There were indeed three launches in 2014-2015 (one of them unsuccessful) and two in 2016 - in May and in December. Apparently there were no launches in 2017.


Clearly, the US is the aggressor in space.

China Will Deploy AntiSatellite Laser in 2020

China's military is expected to deploy a laser weapon capable of destroying or damaging U.S. military satellites in low earth orbit in the next year, the Pentagon's Defense Intelligence Agency disclosed in a report on space threats.

The Chinese directed energy weapon is among an array of space warfare tools that include ground-based anti-satellite (ASAT) missiles, electronic jammers, cyber attacks, and small satellites Beijing plans to use in attacks on U.S. satellites in a future conflict.

"China likely is pursuing laser weapons to disrupt, degrade, or damage sat­ellites and their sensors and possibly already has a limited capability to employ laser systems against satellite sensors," the unclassified intelligence report said.

"China likely will field a ground-based laser weapon that can counter low-orbit space-based sensors by 2020, and by the mid-to-late 2020s, it may field higher power systems that extend the threat to the structures of non-optical satellites."

It was the first time a U.S. intelligence agency disclosed details of the ASAT laser deployment plans.

Mike Griffin Gets his own Pet Space Agency

Acting Defense Secretary Patrick Shanahan is moving to set up a new Pentagon agency to oversee the development of military space technology. The Space Development Agency will be under the “authority, direction and control” of Undersecretary of Defense for Research and Engineering Michael Griffin, Shanahan wrote in a memo.

Shanahan has directed Griffin to submit a plan by March 1 to stand up the Space Development Agency no later than March 29, according to a Jan. 19 memo titled “Implementation Guidance for the Establishment of the Space Development Agency.” The existence of the memo was first reported Wednesday by the publication Inside Defense. A copy of the memo was reviewed by SpaceNews.

While the Space Development Agency would be under Griffin, Shanahan’s memo takes into account the possibility that the agency could in the future be moved into the Space Force if the new branch comes to fruition. In his plan, Griffin has to “address the eventual transition of SDA to the U.S. Space Force after approved by Congress,” the memo said.

US Congress is Mandating Space Based Weapons

U.S. lawmakers from the House and Senate have agreed on a final version of the approximately $716 billion defense spending bill for the 2019 fiscal year, which requires the U.S. military begin work on developing new warning satellites to spot incoming ballistic missiles and weapons to blow them up from space. The draft law requires the Missile Defense Agency to pursue these programs even if it argues against them in an up-coming ballistic missile defense strategy review, which might be setting the Pentagon up for a battle with Congress, but might also highlight the opinions of certain senior U.S. military leaders.

Legislators announced they had agreed on a single version of the law, formally known as the John S. McCain National Defense Authorization Act for Fiscal Year 2019, on July 23, 2018. The House expects to put the measure to a vote by the end of the month and then send it to the Senate in August 2018. If it passes both chambers, then it would go to President Donald Trump to become law.

What Would the Space Force be for?

President Trump’s recent directive to the Defense Department to create a new branch of the military, a United States Space Force, was not an idle musing. Trump’s proposal derives from a growing debate inside military and political circles about how to best meet the threat posed to American space assets by potential enemies: Russia and China, to be precise.

Pentagon officials are sounding the alarm that the United States is not ready for a space war. The other two great space powers have been creating the weapons to achieve an orbital Pearl Harbor, the destruction of satellites that provide the military with communications, navigation, and intelligence capabilities it will need in a war. After years of neglect, the current administration is pouring resources into a fevered attempt to play catchup before it’s too late.

The argument against a United States Space Force, at least at this time, is that creating it would be a massive reorganizational undertaking, complicating rather than enhancing America’s capability to fight a war in space in the near term. The argument for creating a space-faring branch of the military stems from the fact that the space environment is characterized by lack of air, extremes of heat and cold, microgravity, and the realities of orbital mechanics, which mean that no object remains in one place. The space environment is far different from the air, sea, and land where Americans are accustomed to fighting and hence needs a branch of the military trained and accustomed to operating in it.

Russia and China Will Have Operational Anti Satellite Weapons in the Next Few Years

Experts have warned for some time that wars in space are not just Hollywood fiction. And the scenario appears increasingly more likely, according to the latest analysis by the U.S. intelligence community.

“We assess that, if a future conflict were to occur involving Russia or China, either country would justify attacks against U.S. and allied satellites as necessary to offset any perceived U.S. military advantage derived from military, civil or commercial space systems,” warns the 2018 Worldwide Threat Assessment of the U.S. Intelligence Community, released this week by the Office of the Director of National Intelligence.

The United States has benefitted from a tidal wave of innovation in the space industry, but so have many other nations. “Foreign countries — particularly China and Russia — will continue to expand their space-based reconnaissance, communications, and navigation systems in terms of the numbers of satellites, the breadth of their capability, and the applications for use,” said the report.

Both Russia and China continue to pursue anti-satellite weapons knowing that, if successfully employed, could undermine U.S. military capabilities, analysts noted. “Russia and China aim to have nondestructive and destructive counter-space weapons available for use during a potential future conflict.”

U.S. intelligence predicts that “destructive” Russian and Chinese anti-satellite weapons probably will reach “initial operational capability in the next few years.” China’s military is setting up specialized units and has begun “initial operational training with counter-space capabilities that it has been developing, such as ground-launched anti-satellite missiles.”
