A Push in the Australian Senate to Reexamine Whether or not to buy the F-35

A push to examine the wisdom of Australia's planned $24 billion fleet of F-35 Joint Strike Fighters - ranking as the nation's largest ever defence purchase - is underway in the Senate.

Greens defence spokesman Peter Whish-Wilson on Friday has urged the Senate's standing committee on foreign affairs and trade to inquire into the suitability of the stealth jet for Australia's strategic interests.

The move comes after the election last month of new Canadian Prime Minister Justin Trudeau on a promise to abandon plans to purchase the troubled fighter.

The Budget Battle Begins: F-35 vs the LRS-B

he F-35 is going to eat up so much of the Air Force’s procurement budget going forward that the service will likely have to reduce the number of Joint Strike Fighters it buys to pay for other things, such as the Long Range Strike-Bomber, experts said on Tuesday.

As part of the Defense Department’s proposed budget for fiscal 2016, the Air Force would purchase 44 F-35s this fiscal year, 48 in fiscal 2017 and 60 each year from fiscal 2018 through 2020, budget documents show. The total procurement cost of the 1,763 F-35s is about $215 billion.

The Air Force also plans buy between 80 and 100 Long Range Strike-Bombers for up to $100 billion. The new bomber will replace the Air Force’s fleet of B-1s and B-52s.

In order to pay for the bomber, the Air Force will likely have to reduce the number of F-35s and other procurement programs, said Richard Aboulafia, an analyst for the Teal Group.

The F-35/F-16 Dogfight Debacle

The news has been running around for a number of days.  I've not posted it because I've been trying to stick to my blog post draw down schedule and there are other potential topics which are not getting as much "air time" in the blogosphere.  However, here's where I give in.

David Axe, a complete F-35 hater and then some, was passed a report on how badly a F-35 faired when dogfighting F-16s: it had its lunch eaten and then some.  The fact came out that the plane is really, really underpowered, not to mention has serious ergo problems with the helmet-canopy combo and not to mention canopy-fuselage combo.

There have been several reactions.  Bill Sweetman's response is probably the most all encompassing. It has the best quote about the entire debacle:

“People all need to look at what F-35 really is,” another aviator comments. “A stealth A-7 bomb truck, capable of first-night suppression of enemy air defenses, with limited self-escort. It is, as software-configured right now, not a light air-combat-maneuvering-capable platform. This is what we saw with the early F/A-18E/F blocks: millions of lines of code, and in need of constant update. But, in this case, it’s becoming increasingly easier to rewrite the code laws to allow for those changes.”
Lockheed responded to the whole event by stating dogfighting is obsolete and the F-35 is meant to fire from a distance taking advantage of stealth and long range missiles.

Via Breaking Defense, the US Air Force responded.  The short version is the F-35 is not an F-16 and should not be seen as such.  It is not a dogfighter.  If you need a dogfight, you send in...wait for it...an F-22.  Y'know, that fighter we only bought 180 odd because we didn't need it.  Oops.

Its looking minimally like F-35 needs a new engine.  Wait.  The US Air Force has already started that: its called ADVENT.

F-35B Does First Ski Jump Lift off for Royal & Italian Navies


The F-35B jump-jet version of the Joint Strike Fighter has completed its first takeoff from a ski jump, the Pentagon announced Tuesday.

The stealthy fifth-generation fighter jet designed to fly like a plane and land like a helicopter accomplished the task Friday from a test-ramp at Naval Air Station Patuxent River in Maryland, according to Joe DellaVedova, a spokesman for the Pentagon’s F-35 program.

“This test is one of the milestones along the way for integrating the F-35B aboard UK and Italian aircraft carriers,” he said in an e-mail.

Both countries plan to deploy their short take-off and vertical-landing (STOVL) versions of the jet aboard carriers equipped with a ski jump, a feature that allows aircraft to carry more weight despite taking off from a short runway.

US Air Force Already Looking at Upgrades to F-35: Lasers, new Engines, Avionics


The U.S. Air Force is on track to declare Lockheed Martin Corp's F-35 fighter jet ready for initial combat use by August or September 2016, and officials are already looking at possible future upgrades to its weapons, propulsion and avionics.

Major General Jeffrey Harrigian, the two-star general named in January to oversee all things F-35 for the Air Force, told Reuters in an interview on Tuesday the program was making good progress, but he was keeping close tabs on key items required to meet the target date.

"We are already considering and thinking through what are some of the technologies that will be part of the F-35," Harrigian said. "This is not the time to rest on your laurels."

Harrigian gave few details but said potential upgrades could include new avionics systems, radar, laser weapons and a new more fuel-efficient engine.

Netherlands to Place First Order of 8 F-35s


The Netherlands’ defence ministry has announced plans to order a first batch of eight operational Lockheed Martin F-35s, with the type to be delivered from 2019.

In an update published on 15 December, the defence ministry says it still plans to obtain a total of 37 F-35s, including five which will be employed as training assets. Initial operational capability with the Royal Netherlands Air Force is anticipated in 2021, with its planned full fleet to be available by 2024. The aircraft will be stationed at air bases in Leeuwarden and Volkel.

US Marines Might be Offered use new British Aircraft Carrier HMS Elizabeth?

The Royal Navy may ask US squadrons to fly off its new aircraft carrier following delays to its new F35B fighters, BBC Newsnight has learned.

MoD insiders said the US Marine Corps would be offered the use of HMS Queen Elizabeth for flight operations.

The UK plans to have its first F35 squadron operational by 2018, but Newsnight has learned that there may be further delays.

The MoD said it was not aware of any further delay to the timetable.

The plan is for one squadron of British F35s to be ready for service at sea by 2021. But even if it is achieved, it will create a gap of years where the Queen Elizabeth is ready but British squadrons are not.

For the past year defence analysts had been expecting the MoD to order 14 of the new jets.

F-35C Conducts First Night Carrier Operations


The F-35C Lightning II carrier variant Joint Strike Fighter conducted its first carrier-based night flight operations aboard an aircraft carrier off the coast of San Diego Nov. 13.

Navy test pilot Lt. Cmdr. Ted "Dutch" Dyckman piloted F-35C test aircraft CF-03 for the inaugural night flight, taking off from USS Nimitz (CVN 68). At 6:01 p.m. Dyckman conducted a series of planned touch and goes before making an arrested landing at 6:40 pm.

The night flight was part of Development Testing I (DT-I) for the F-35C, which commenced Nov. 3 and is expected to last two weeks. The Nimitz is hosting the F-35 Lightning II Pax River Integrated Test Force from Air Test and Evaluation Squadron (VX) 23 during the initial sea trials of the F-35C.

During DT-I, the test team has conducted a series of events designed to gradually expand the aircraft-operating envelope at sea, including crosswind and low-energy, high-wind catapult launches and approaches to test the aircraft's ability to perform in both nominal and off-nominal conditions.

Through Nov. 13, two test F-35C aircraft have completed 28 flights for a combined 34.5 flight hours and accomplished more than 75 percent of threshold test requirements. The aircraft also performed 108 catapult launches, 215 planned touch-and-go landings, two long touch and go landings, 110 arrested landings and zero bolters.

Testing thus far has demonstrated the aircraft's exceptional handling qualities throughout all tested launch and recovery conditions. F-35C maintenance and operations have integrated well with standard Navy carrier procedures onboard Nimitz. The F-35C has proven its ability to operate in the carrier environment and has consistently caught the optimal three-wire during arrested landings. The test team successfully landed during every attempt, with zero hook-down bolters, or failures to catch an arresting cable on the flight deck.

F-35C set to Make First Carrier Landings Next Week

The naval variant of the tri-service Lockheed Martin F-35 Lighting II Joint Strike Fighter is set to land upon the deck of USS Nimitz (CVN-68) next week. Two of the single-engine F-35C stealth fighters are set to carry out a set of sea trials onboard the carrier to ensure that the jets can operate safely from the flight deck.

“They will fly on the third of November, and the first time that they touch the deck of the Nimitz will be with a trap,” Lt. Gen. Chris Bogdan, the Joint Strike Fighter program executive officer told reporters on Oct. 30.
“We’re not putting them on the ship with a crane.”

The Joint Strike Fighter Program Office is deploying test aircraft CF-3 and CF-5 to the carrier. The jets were set to arrive at Yuma, Arizona, from Fort Worth, Texas, on Oct. 30, Bogdan said. The two aircraft will be prepared for their trials at Yuma over the next “couple of days,” he added.

The two jets are fully instrumented and are cleared to operate with a full flight envelope, Bogdan said. Once onboard Nimitz, the jets will be run through the gamut of carrier operations.

F-35 IOC may be Delayed


When Sen. Kelly Ayotte and her supporters blocked retirement of the A-10 fleet it’s not likely they knew the F-35 program might suffer.

But that’s exactly what Lt. Gen. Chris Bogdan, head of the huge F-35 program, told reporters this afternoon that will happen unless something changes.

In the conference room where the F-35 program makes its biggest decisions two signs mark the wall. They count down the days to Initial Operational Capability of the F-35 for the Marines and for the Air Force: 244 days for the Marines and 641 for the Air Force.

While the Marine date is still doable — though Bogdan concedes it will be tight — the Air Force date is the most threatened.

“Up until today, things were looking pretty good,” Bogdan told us.

For those who don’t follow this stuff on a regular basis, IOC means a military service believes the weapons it has bought are ready for use if needed.

Israel to Boost F-35 Buy by 25 Aircraft to 44

Israel has decided to increase its acquisition of Lockheed Martin F-35 Lightning II fighters by 25 aircraft, which will bring its fleet to 44 of the fifth-generation type.

The country’s second contract, which is not yet finalised, was approved in principle when Israeli Defense Minister Moshe Ya’alon recently met with his US counterpart, Defense Secretary Chuck Hagel, in Washington DC.

Israel has already purchased 19 of the aircraft, at a cost of $2.75 billion. The first two F-35s are due to arrive in Israel by early 2017 and the rest should be delivered by 2018. The Israeli air force (IAF) plans to base the aircraft at Nevatim airbase in the southern region of the country.

The F-35's wings will be built in Israel by Israel Aerospace Industries (IAI) and Lt Gen Christopher Bogdan, the Pentagon’s F-35 programme chief, plans to visit Israel next week for the official inauguration of the wing production line. IAI will begin delivery of F-35 wings to Lockheed Martin in mid-2015.

The decade-long contract for F-35 wing production is part of Lockheed’s plan to share manufacturing cost and responsibility among its partner nations, although Israel is technically a foreign military sales customer under US law. The contract is worth up to $2.5 billion.

IAI has invested substantially in the advanced systems and technologies required to produce the wings since signing the contract in April 2013 and has established a dedicated production line to carry out the work.

Two F-35Cs to Deploy to USS Nimitz for Testing in November: one may not really be ready for carrier flights

Plans to test a Lockheed Martin F-35C aboard a US aircraft carrier in November are on track, but both aircraft scheduled to deploy to the Pacific may not be capable of taking off and landing from the ship.

The C-model F-35 will be the US Navy’s carrier-based version of the jet and will be the last to enter service in 2018, following the Marine Corps and air force variants. Lt Gen Christopher Bogdan, speaking at a meeting of the programme’s joint executive steering board in Oslo, Norway, said the deployment to the USS Nimitz in the Pacific Ocean was on track despite lagging software development and flight restrictions resulting from a June engine fire that damaged an F-35A prior to a training flight.

However, work is ongoing to determine if both aircraft slated to deploy will be fully capable of performing carrier launches and landings, Bogdan says.

“We have some work to do as we lead up to that point in November,” he says. “That work we’re doing now will decide whether both airplanes that go to the ship will be capable of doing arrestments and catapult launches or only one of them will be and the other airplane we will leave on the deck to do logistics testing.”

“The November deployment will happen. It will most likely happen with two airplanes. Whether both airplanes will be fully capable of doing all the work remains to be seen,” he says.

Marine Fighter Attack Squadron 121 on Track for F-35B IOC in 2015


Pilots at Marine Fighter Attack Squadron 121, the US Marine Corps' (USMC's) first operational squadron of Lockheed Martin F-35 Lightning II Joint Strike Fighters began training in early September to the standards required for the jump-jet version of the aircraft's initial operational capability (IOC) declaration, according to the squadron's pilots and leaders.

"We shifted into IOC training last week," Lieutenant Colonel Steve Gillette, the squadron's commanding officer, told IHS Jane's on 12 September. He explained that the skills checklist the pilots are training to now features more specific and rigorous standards than it did when they first began flying the F-35 in 2012.

After taking over command of the squadron in 2013, Lieut. Col. Gillette began overseeing the move to the more detailed IOC-specific training and readiness standards. "The big difference between what we were doing then and what we're doing now is the rigidity of the standards we're holding people to in order to call a [training] event complete," he explained. Eight pilots in the squadron must master the entire training package in time for the planned July 2015 IOC declaration, he added.

F-35A Fire Fix Coming

It hasn’t been tested yet, and the “root cause” for the problem has not yet been identified, but Maj. Gen. Peter Bogdan, head of the F-35 program, expects upcoming tests to demonstrate a fix for the engine problem discovered when an F-35A engine exploded early this summer.

The fix will be made to the fan module, which will be replaced in all the 156 engines should the tests prove out, Bogdan said at the annual ComDef conference. Pratt & Whitney, maker of the F135 engine. is setting up a test in southern Florida at its treat facility next to the Everglades “to see what a good rub is and what a bad rub is,” he said to snickers from the juvenile press corps. Basically, the blades on the fan rub a spot on the engine cowl. The blades are expected to rub on the cowling and dig that trench. The problem is that the blades are getting hotter than expected.

Bogdan said that the plane that blew up was damaged during two seconds of flight when the test pilot — operating well within the safety envelope of the plane’s abilities — put G forces, yaw and roll stresses on the plane all at the same time. The titanium blades heated to 1,900 degrees, as opposed to the normal 1,000 degrees and began to crack. On June 23, when the pilot was taking the plane down the runway for takeoff, the fan blade “cracked,” Bogdan said. The circular part of the engine stretched out and shot through the left fuel tank. Fire resulted. The plane, Bogdan said, is not a write-off but an opportunity for combat repairs…

Exactly why this happened isn’t exactly clear yet. The root cause, as engineering types call it, appears close. Initially, the program was searching through 138 possible reasons. “We are really close,” Bogdan told the ComDef audience, having whittled the number down to four.

In the meantime, Pratt & Whitney is designing a fan section with a built-in trench to avoid the rubbing. It must be done very carefully, to avoid allowing air in — which is why the engines are designed the way they are now. The program office, in the meantime, is going to take a new F-35 and place the same G forces, yaw and roll “in a very disciplined manner to see how burn-in occurs.” The prototype fan action with the trench should be designed by late October.

Japanese White Paper Outlines Industrial Side of F-35 Procurement

Japan’s annual defence whitepaper underlines the importance Tokyo places on the industrial participation aspects of the Lockheed Martin F-35A programme, and casts a wary eye on airpower developments in China.

The whitepaper, produced annually by the Ministry of Defense, touches on all aspects of Tokyo’s security situation, from the disruptive potential of non-state actors to challenges posed by major powers, namely China. It also outlines Tokyo’s plans for developing its combat capabilities and the importance of the country’s defence industry.

In regard to specific weapons programmes, the report places strong emphasis on Japan’s F-35A acquisition. It notes that Japanese companies have been working to develop the manufacturing processes related to Tokyo’s 2011 decision to obtain 42 F-35As.

“It is important for Japanese companies to participate in the manufacturing process and to come into contact with cutting edge fighter aircraft technology and knowledge in order to ensure safety and high operational availability, resulting in the safe and efficient management of [Japan Air Self Defense Force] F-35As,” says the report.

“Following discussions with related parties such as the U.S. government, the participation of Japanese companies in the final assembly and check out (FACO) for airframe and the manufacture of certain engine and radar parts was decided in FY2013. In FY2014, the companies plan to further participate in the manufacturing process, in the engine FACO and the production of parts within the infrared detection device, the electro-optical distributed aperture system (EODAS).”

Produced by Northrop Grumman, the EO/DAS system is a core element of the F-35, effectively giving the aircraft’s pilot 360 degree visibility of the battlespace.
