Is India Going to Lease Yasen Class Nuclear Submarines From Russia?

A high-level Indian delegation will be visiting Russia shortly to finalize an agreement on renting the Yasen class submarine for the Indian Navy. Government sources told Sputnik that renting the second nuclear powered attack submarine from Russia would result in the introduction of newer technology into India, which would eventually pave the way for Russian collaboration with India for it program to build six new SSN.

US Navy Nuclear Submarine Plans

Got subs? The Navy sounds increasingly confident it can squeeze an extra submarine into its construction plans. The additional Virginia-class attack sub, to be funded in the 2021 budget, would enter service just as the attack submarine force shrinks to historic lows while Chinese and Russian fleets grow in both numbers and sophistication.

The Navy had planned to cut back production of Virginias, which carry conventional cruise missiles and torpedoes, to make room for the much larger Ohio Replacement Program (ORP) boats, which carry nuclear-tipped ballistic missiles. Maintaining the nuclear deterrent for the worst case scenario takes top priority — but attack submarines are in high demand every day. The growing threat of nuclear-armed great powers increases the need for both kinds of boats. It’s a painful tradeoff the Navy would rather not make.

Now new Navy studies suggest the shipyards can keep building two Virginias a year, the current rate, even as they start building the first “boomer” in 2021. As Ohio Replacement production ramps up after 2021, however, keeping up two Virginias a year will become harder.


The Navy will present an updated Ohio Replacement Program cost estimate to the Defense Department later this summer and seek approval to move into detailed design and engineering work, the Program Executive Officer for Submarines said today.

The new ballistic missile submarine program will request a Milestone B decision from the Pentagon’s acquisition chief and the Defense Acquisition Board, and “coincident with that, we’re also producing a new cost estimate,” Rear Adm. Michael Jabaley said at an event co-hosted by the Center for Strategic and International Studies and the U.S. Naval Institute. He said the Navy is still working through this component cost position, of the lifecycle cost estimate, and is awaiting final approval of that dollar figure before presenting to the DAB.

A 2014 cost estimate put the program’s average follow-ship cost — ships two through 12, not including the typically most-expensive lead ship – at $5.2 billion, squarely in between the mandatory threshold of $5.6 billion and the target objective of $4.9 billion. Jabaley added that the 2014 cost estimate put the non-recurring costs – engineering work and building facilities to produce the subs – at $17.4 billion. Updated figures will be publicly released after the DAB approves the Milestone B decision, he said.

Jabaley said he views it as his responsibility to not only control costs for ORP but to actively seek ways to reduce cost.

Electric Boat has been selected to build the Ohio Replacement nuclear ballistic missile submarines while  Both Electric Boat and Newport News will continue to build the Virginia class nuclear attack submarine.  Maybe.

All American subs will be upgraded to become acoustically stealthier.

Russian Navy Upgrading Akula Class Attack Subs to use Kalibr (Sizzler) Antiship missiles

The upgrade of Russia's Project 971 Bars ('Akula')-class nuclear-powered attack submarines will arm them with Kalibr 3M-54 (SS-N-27A 'Sizzler') anti-ship missiles, Viktor Kochemazov, chief of the Russian Navy Training Department, told the RSN radio channel on 21 March. "Now, the upgrade of the Project 971 submarines provides for equipping them with the Kalibr system," he said.

The weapon "proved itself" during trials, according to Kochemazov. "Its use by the Rostov-on-Don diesel-electric submarine showed that the system is facing bright vistas in terms of further development," he said.

US Navy Planning Network of Robo Subs, Drones to Work with Future Attack Subs


Submarines today, and even more so in the future, will not only deliver weapons but will also carry a family of unmanned underwater and aerial vehicles to help extend their area of influence. Richard said the Navy has bought about 150 3-inch unmanned aerial vehicles (UAVs) and about a dozen 21-inch UAVs that are fully integrated with the submarine and send information back. The submarine community also has 16 21-inch Littoral Battlespace Sensing Autonomous Underwater Vehicles coming into the fleet for additional intelligence-gathering underwater.

In the future, though, Richard said there will be more UUVs, but “they won’t always come by submarine, they may come by a number of mechanisms – you may launch them from a surface ship, they may be launched from the pier. It’s just a capability, a node in an undersea constellation that will include the seabed, fixed distributed systems. Not all UUVs are going to look like little submarines, there’s a bunch of different ways to put this effect in there.”

This idea plays into Richard’s view of the undersea domain – operations shouldn’t be platform-centric but rather domain-centric. In a graphic of future underwater operations, Richard said “the submarine’s not in the middle of the picture. That’s intentional to show that it is just part of a larger system that we’re putting out there.”

Future US Navy Attack Subs Will be Radically Different

The Navy won’t begin buying its next-generation attack submarine until 2034, but researchers are already hard at work on two key components of the SSN(X) program: an electric drive system for quieter operations, and the ability to control multiple unmanned underwater vehicles at once for extended influence.

These attack boats will operate through the end of the 21st century and perhaps into the 22nd century – and Program Executive Officer for Submarines Rear Adm. Michael Jabaley believes there will still be a place for submarines in naval operations as long as the boats can keep up with changes in the operating environment.

“There’s been a lot of discussion about the future of submarines and the future of stealth and the future of anti-submarine warfare – and we take all of that into account and still firmly believe there’s a significant role for the submarine in the United States Navy well into the heart of this century and beyond,” Jabaley told USNI News in a March 3 interview.

“Now, that said, there are a lot of things that are happening that require some fundamental changes to what we consider an attack submarine to be. And some of it we’re already doing” as the office works through the design of the upcoming Ohio Replacement Program ballistic missile submarine.

US Navy to Start Prototyping Virginia Payload Module


The Virginia-class submarine program is finalizing the Virginia Payload Module design and will start prototyping soon to reduce risk and cost as much as possible ahead of the 2019 construction start, according to a Navy report to Congress.

According to the “Virginia Class Submarine Cost Containment Strategy for Block V Virginia Payload Module Design” report, dated Aug. 31 but not received by the Senate until mid-October, the Navy says late Fiscal Year 2015 and early FY 2016 is a “critical” time period for the program.

“Since the previous report (in early 2015), the Design Agent (General Dynamics Electric Boat (GDEB)) finalized the concept design, reviewed and started updating the Integrated Master Schedule (IMS), issued a prototype plan, commenced arrangement activities, and submitted all ship specification requirements and Key Decisions for approval,” the report states.

“In the remainder of FY15 and into FY16 GDEB will recommend a final module length, issue IMS Revision B, update cost estimates, complete payload tube arrangements, and begin prototyping efforts. The Navy will approve all Key Decisions and ship specification changes, commence module and host ship arrangement approvals, start approving design disclosures, and establish the module length.”

US Navy Checking to See if ALL Virginia Class Nuclear Submarines can be Built with Virginia Payload Module Starting in 2019

The Program Executive Office for Submarines would like to see the Virginia Payload Module built into all its Block V subs from a warfighting perspective but will have to verify that doing so will not hurt ongoing Virginia sub construction or upcoming Ohio Replacement Program construction..

PEO Subs executive director George Drakeley said last week at the annual Naval Submarine League symposium that the Virginia Payload Module would help the Virginia-class attack subs (SSN-774) replace the SSGN guided missile subs.

“The warfighters have come to love that platform,” Drakeley said of the SSGNs.
“Those ships are getting used and used hard,” with parts wearing out earlier than expected due to heavy use in the fleet.

“The VPM is the follow-on basically for SSGNs, and with the kind of support it has, the program is actually probably in pretty good shape,” he said.
“Right now the plan of record is to build one VPM a year starting in [Fiscal Year 2019] through the shipbuilding plan. There is now kind of support for the possibility of, after we start building Virginia VPM … to make all of the Virginias VPM-Virginias. I think that makes sense from a shipbuilding point of view, and from a capability for the Navy” point of view, he said.

US Navy Starting SSN(X) Attack Sub Program a Decade "Early"

Though the Virginia-class attack submarine program (SSN-774) is still going strong, delivering boats ahead of schedule and below original cost estimates, the Navy needs to start planning the next generation of attack submarines soon, according to the program executive office for submarines.

PEO Subs executive director George Drakeley said last week at the annual Naval Submarine League symposium that an analysis of alternatives for the next-generation sub, or SSN(X), would take place in 2024.

To prepare for that milestone, PEO Subs has created a future capabilities group to begin studying what the operating environment might look like in the 2050 timeframe, what technologies submarines would require to be successful in that environment, and what enablers the research and development community can start working on now to set up the future program for success, he said.

“We’re already putting together a team to look at, what does the future submarine after Virginia need to look like? This is looking forward just as the Ohio Replacement Program is looking forward, but it’s important that we do this now,” Drakeley said.
“We need to identify the technologies that we’re going to need out in the future years in the attack submarine business. … This is going to be a submarine that will have to be better integrated with [unmanned underwater vehicles] and other sensors and other capabilities that we maybe haven’t even thought of yet.”

In 2013 the Navy expanded the Virginia class from a 30-boat program to 48, which now puts the last Virginia-class sub at delivering in 2034, he said. The SSN(X) analysis of alternatives will take place in 2024, the authorization for the lead ship in the new class will happen in 2034, and the new class will reach initial operational capability in 2044, according to current PEO Subs plans.

Starting the SSN(X) discussion nearly a decade ahead of the AoA will help ensure that mature technologies and design tools are ready when the program starts, which reduces risk and cost; will help the Navy understand the impact of external factors and other programs on the SSN(X) design and mission; and build affordability into the program, Drakeley said during his presentation.


There are two possibilities here.  1.  The Navy is doing something really stupid.  They are going to waste money starting the program long, long before it will go to production.  A DECADE! of budget line item that's not producing anything and another TWO decades before IOC for the first SSN(X).

The other possibility is the navy thinks they will get the greenlight to start the AOA and program much earlier, probably in the next administration, and have their ducks in a row so they can.  In that light, this looks like a good idea. 

In the light of starting a program *30* years before IOC of the first sub is dumber than dumb.  

A retired admiral is criticizing the navy and stating the navy needs to accelerate submarine innovation.

Is Russian Nuclear Submarine Construction on Track? or not?

Construction of new nuclear-powered attack submarines appears to be running behind schedule, however, despite USC claims to the contrary

Russia's United Shipbuilding Corporation (USC) said that there has been no decision to postpone the keel-laying of the seventh Project 955/955A Dolgoruky (Borey/Borey-A)-class nuclear-powered ballistic missile submarine (SSBN), and that other submarine production and delivery work is on track.

"All lay-downs and our deliveries are going according to schedule," said USC president Alexei Rakhmanov, according to Russian news agency reports on 15 October.

Submarine builder Sevmash announced in June that it would lay down the seventh Dolgoruky hull in December 2015.

US Navy Considering Adding Anti Ship Missiles Back to Submarine Force

The Navy is investigating adding an anti-ship missile to its submarine force — bringing it inline with the majority of the world naval submarines, the director of Naval Reactors said on Wednesday.

In response to a question from the audience at the 2015 Naval Submarine League Symposium, Adm. Frank Caldwell said the Navy was exploring adding the capability to the fleet.

“For this audience, I’ll tell you we are considering that and we are taking some some steps to delivering that kind of capability to our submarine force and I can’t really say anymore than that,” he said.

The U.S. submarine fleet did use the UGM-84A Harpoon anti-ship missile but that Harpoon variant was retired in 1997. The current primary attack submarines is the anti-ship weapon is Mk 48 heavy torpedo and is limited in its range relative to anti-ship missiles developed and deployed with foreign navies.

In particular, Russian and Chinese submarines field a variety of anti-ship missiles with ranges that far exceed the Mk-48s.

The Antineutrino Detection may Have Profound Implications for the US Navy

The historic agreement between Iran and six world powers to curb the former’s nuclear development, concluded over the summer and expected to be adopted this month, relies heavily on verification. The foreign powers are keen to make sure that Tehran doesn’t acquire enough plutonium or uranium to build a nuclear weapon, and Tehran wants to demonstrate good behavior in order to get sanctions relief. That raises questions about the imperfect verification methods used by the International Atomic Energy Association (IAEA), the organization charged with the task under the Iranian nuclear deal, and the International Monitoring System (IMS), a global network that detects nuclear explosions worldwide. Are they reliable enough? Some would argue no.

There may be, though, a new option for verification on the not-too-distant horizon. Antineutrino detection is an existing technology that, if political and diplomatic hurdles are overcome, could be put in place before the 10-year ban on Iranian enrichment R&D is lifted. And fully developed over the long-term, it holds great promise for monitoring similar deals in the future, and for reinforcing nuclear non-proliferation worldwide. Difficult to evade, antineutrino detection technology could allow the international community to reliably monitor a country’s nuclear activities in real-time, potentially without setting foot in the country. Similar in cost and technological scale to the space-borne reconnaissance methods governments use for detection today, antineutrino detection could not only help identify undeclared nuclear reactors, but could monitor nuclear facilities and detonations throughout the Middle East and beyond. More research and development could make this technology a viable nonproliferation verification option.


While I am not worried about the chance of a carrier battle group being spotting since stealth is NOT what it does nor is it wise to do for it, but rather for the ballistic missile and attack subs.  The sensitivity of this technology may make it possible to track the subs while submerged.  It depends on the shielding potential of water for the antineutrinos.  I suspect it won't be any better than an underground facility and if so, oh boy...that's a sucker punch.  Its a down right game changer.  Even if underground and subs are safe, mobile nuclear weapons would be perfectly detectable.  Putin's nukes on a train are beyond useless.

Why do Chinese Nuclear Subs Suck?

Over the past two decades, the People’s Republic of China has made great advances in its military capabilities. However, it still lags woefully behind in developing nuclear-powered submarines. The problem for the Chinese is that they lack the necessary quieting and propulsion technologies to build anything remotely comparable to an American or Russian nuclear submarine.

Even the newest Chinese Jin-class ballistic nuclear missile submarines and improved Shang-class nuclear attack submarines are louder than 1970s-era Soviet-built Victor III-class attack submarine or the Delta III-class boomer, according to the U.S. Navy’s Office of Naval Intelligence.

In fact, even China’s forthcoming Type 95 will be louder than the Soviet Union’s Project 971 Shchuka-B-class submarines — better know by its NATO reporting name Akula I. Nor is it likely that the Type 96 nuclear-power ballistic missile submarine will be any better. Chinese diesel submarines are, of course, another matter entirely.

But why are the Chinese lagging behind in nuclear submarines when they seem to be advancing in leaps and bounds in almost every other field?

India Seeking American, French Help in Building Nuclear Attack Subs

For the first time India has options when it comes to finding a partner to build a military nuclear asset. Besides Russia, ship builders from France and the US have started initial conversations with the defence ministry on participating in an Indian effort to build a new class of nuclear-powered attack submarines.

Russia has been the traditional ally of India when it comes to sensitive technology and strategic systems.

But a Navy plan for constructing six new nuclear-powered attack submarines (SSNs) to patrol the Indian Ocean Region (IOR) and beyond has prompted 'discussions' with the two western nations, sources familiar with the development told ET. The Cabinet Committee on Security had cleared Navy's proposal in February.

US Navy to Deploy Remus 600 UUVs on Virginia Class Nuclear Submarines Later This Year (2015)




The Navy will deploy its first underwater drones from Virginia-class attack submarines for the first time in history later this year, the Navy’s director of undersea warfare said Monday.

The deployment will include the use of the Remus 600 Unmanned Underwater Vehicles, or UUVs, performing undersea missions in strategic locations around the globe, Rear Adm. Joseph Tofalo, told Military​.com at the Navy League’s Sea Air Space annual symposium at National Harbor, Md.

“Now you are talking about a submarine CO who can essentially be in two places at the same time – with a UUV out deployed which can do dull, dirty and dangerous type missions. This allows the submarine to be doing something else at the same time,” Tofalo said. “UUVs can help us better meet our combatant command demand signal. Right now, we only meet about two-thirds of our combatant commanders demand signals and having unmanned systems is a huge force multiplier.”

The Remus 600 is a 500-pound, 3.25-meter long UUV equipped with dual-frequency side-scanning sonar technology, synthetic aperture sonar, acoustic imaging, video cameras and GPS devices, according to information from its maker, Hyrdoid.

The Remus 600 is similar to the BLUEFIN Robotics UUVs, such as the BLUEFIN 21, that were used to scan the ocean floor in search of the wreckage of the downed Malaysian airliner last year.

The upcoming deployment of the Remus 600 is part of a larger Navy effort to use existing commercial off-the-shelf technology, Tofalo explained.

China Unveils new Type-093G Nuclear Fast Attack Submarine


The Chinese Navy is preparing to commission three new, nuclear-powered attack submarines with a vertical launching system able to fire supersonic anti-ship missiles, a report from China Daily said.

The China Central Television showed satellite pictures earlier this week of the three submarines anchored at an unidentified port claiming that the new submarines are China’s most advanced Type-093G attack submarines.

“The Type-093G is reported to be an upgraded version of Type-093, China’s second-generation nuclear-powered attack submarine, which entered active service several years ago. With a teardrop hull, the submarine is longer than its predecessor and has a vertical launching system,” according to the China Daily report.

The Chinese navy’s website said the new variant is engineered to reduce noise, improve speed and mobility and fire China’s latest YJ-18 supersonic anti-ship missile, according to the report.

Construction has started on Arkhangelsk , Russia's latest Yasen-class nuclear-powered multipurpose attack submarine.

The keel laying took place on Submariners' Day, 19 March, at Sevmash Shipyard in Severodvinsk near Arkhangelsk, Northern Russia.

The Yasen-class vessels are the first in Russia to be equipped with fourth-generation nuclear reactors, claimed to have an unrefuelled core life of up to 30 years, and spherical sonars.

Brazil Plans 15 SSK & 6 SSN Submarine Force for Navy

Brazilian Navy (Marinha do Brasil - MdB) commander Admiral Julio Soares de Moura Neto reaffirmed on 12 December long-term plans to boost the country's naval power to eventually include 15 conventional and six nuclear-powered submarines.

"Our aim is to propel Brazil forward into the 21st century with a more well-equipped navy supported by a stronger defence industry," Adm de Moura Neto told IHS Jane's at the recent inauguration ceremony of the main facility built for Brazil's submarine development programme (Programa de Desenvolvimento de Submarinos, or PROSUB) at Itaguaí Shipyard, Rio de Janeiro.

"PROSUB is the most ambitious contemporary development of the Brazilian Navy, representing a substantial investment in the country through technology transfer, professional training, and regional growth through the generation of income," he said.

Dilma Rousseff, who presided over the inauguration, stressed the importance of modernising the MdB to ensure the country's sovereignty.

Built under the guidance of DCNS, the new submarine facility is the result of a partnership between Brazil and France providing for the construction of a naval shipyard, a submarine base, and four Scorpène diesel-electric submarines (SSKs) under a technology transfer agreement. The partnership also includes technical assistance for the design and construction of the non-nuclear portions of the Brazilian Navy's first nuclear-powered submarine (SSN). The new building is designed to allow simultaneous construction of two submarines.

Under current planning, the first SSK (or S-BR) is scheduled to be completed in late 2016 and to enter service around mid-2018 following trials and testing. The remaining three are scheduled to be completed by 2022. Construction of an SSN (SN-BR) is expected to begin in 2017, with completion in 2023 and entry into service around 2025 after testing and trials.

In February 2015 sections 1 and 2 of the first S-BR are scheduled for completion, including fitting of all embedded equipment such as electrical, electronic, and hydraulic systems. Sections 3 and 4 were built in France and have already been transported to Itaguaí. After the installation of the internal components in the four sections, the first S-BR will be welded together.

The PROSUB industrial complex represents a tangible increase in shipbuilding activity, generating thousands of direct and indirect jobs with involvement from hundreds of domestic defence industry suppliers.

The building of the first SSN will signal a major technological leap forward for Brazil, placing it in a select group of five countries - China, France, Russia, the United Kingdom, and the United States - that dominate the world's building of nuclear-powered submarines.

In all, the PROSUB programme has received investments totalling BRL34 billion (USD12.5 billion).

US Navy Starting SSN(X) as Follow-on to Virginia Class Attack Submarine


The U.S. Navy is starting early preparation work to design a new nuclear attack submarine to replace the Virginia-class boats (SSN-774) in the 2030s. The new attack boat would become operational in 2044 after the last Block VII Virginias are built.

“The long range shipbuilding plan is for a new SSN authorized in 2034 in lieu of the eighth block of Virginia-class,” Rear Adm. Dave Johnson, Naval Sea Systems Command’s program executive officer for submarines told the Naval Submarine League Symposium in Falls Church, Va., on Thursday
“2034 may seem far off, but the design research community needs to take action now.”
There will likely be an analysis of alternative for the new submarine—which has tentatively dubbed SSN(X) — in about 10 years or 2024.

That, Johnson said, leaves nine years to identify, design and demonstrate the new technologies the new attack boat will need.

Johnson said that he has formed a small team to work on a five-year plan to begin to do some of that work. The team will consult with industry and will identify the threat environment and technologies the submarine will need to operate against in the 2050 plus timeframe, Johnson said.

One of the areas Johnson has already indentified as critical for SSN(X) is integration with off-board systems. Vice Adm. Mike Connor, Commander of Submarine Force, Atlantic (COMSUBLANT), said that future submarine weapons for both the Virginia and the future SSN(X) would be networked extremely long-ranged weapons.

Some of the concepts include a new prototype torpedo propulsion system from Pennsylvania State University — a torpedo could hit targets that could hit targets more than 200 nautical miles away.

US Navy Submarine Control Systems are Vulnerable to Cyber Attack

The head of Naval Sea Systems Command (NAVSEA) warned that the U.S. Navy will have to ramp up its cyber-security efforts to secure the controls systems of its submarines.

“It is the threat to our control systems,” Vice Adm. William Hilarides, commander of NAVSEA, told an audience at the Naval Submarine League Symposium in Falls Church, Va. on Wednesday.

“We’re just now starting to hear the inklings of it.”


There are little noticed cyber vulnerabilities on nuclear attack submarines like the Virginia-class boats that are slowly becoming the mainstay of the Navy’s undersea fleet, Hilarides said. One example of that is the Virginia-class boat’s backup Caterpillar-built diesel engine, he said.

Specifically, the problem is a computer chip that helps control that engine—a chip that runs on Microsoft Windows XP, Hilarides said.

That chip is connected into the rest of the vessel so that the data can be displayed in other parts of the submarine, he said. That means that chip is connected to the submarines machinery control system.

But it goes beyond that, Hilarides said, the data from the chip sent off board the submarine to maintenance crews at a warfare center. The problem is that the data is automatically shared via an unclassified network, Hilarides said, which renders that chip on the diesel engine as a point of vulnerability for the multi-billion dollar warship. A hacker could attack that network and gain access to the submarine’s systems and cause chaos.
